Te Puni Kokiri in association with Te Manu Toroa, initiated a two year pilot project to allow Maori to further develop. Direct Resourcing comes to completion in December 2004.
What is Direct Resourcing about? Direct Resourcing is about funding local Maori organisations to provide local level solutions.
Direct resource funding is aimed at supporting activities that are not funded by the government. Instead of government identifying areas where "they think" Maori need help we have the opportunity to identify these areas ourselves – Bottom up!
The focus is on activities provided by Maori to enhance skills and opportunities of Maori. Based around key areas of Maori development including Music, Technology, Tertiary Studies and Environmental Monitoring.
Guiding principles are:
- Ensuring Maori set and pursue their own goals for social, cultural and economic development
- Supporting hapu, iwi and Maori with the capacity to undertake Direct Resourcing of local level solutions
- Maintaining an appropriate balance between autonomy and accountability
Why was Te Manu Toroa chosen for this Pilot Program? Te Manu Toroa is 1 of 8 around the Country chosen to pilot the Direct Resourcing project. Not all regions have been covered.
The selection process took 18 months and during that time Te Manu Toroa’s procedures and processes were scrutinized.
We were chosen due to having a role as a Funder of Health, we are a Maori Organisation, we have Maori Representatives and we have a vigorous Quality Management System, this was shown through our accreditation to the ISO 9001 Quality Management System. We also have a history of excellent auditing.
We are a Pilot Program with the potential for Direct Resourcing to continue if the concept works. In the future Direct Resourcing could be applied more widely to other organisations able to meet requirements.
Once we were selected we only had a short time to decide what areas we were going to fund. We looked at key areas of Maori interest that were not well funded by government. Following are the objectives of each project area:
Environmental Monitoring To identify and implement a strategy for collecting and coordinating information on the environment that can be made available to Maori to enable effective participation in planning and resource management.
Music & Cultural Enhancement To enhance musical skills and cultural development through making available musical facilities and activities.
Supporting Maori into Tertiary Studies To identify practical and cultural barriers to tertiary education and provide resources and skills that reduces the barriers.
Technology Utilisation To promote the establishment of computer suites and services in the utilisation of computer technology.
Whanau Development To develop and implement a strategy for enhancing the development of whanau within the Western Bay of Plenty.
